TEXAS INFORMATION MANAGEMENT SYSTEM

Dear Station Owner/Manager:
Gordon-Darby, Inc. (“GDI”) is pleased to be the provider of the vehicle emissions testing communications
and data management network called the Texas Information Management System (“TIMS”). Founded in
1982, GDI’s primary line of business is the operation and support of vehicle inspection and emissions
testing programs throughout the country.
Under contract with the Texas Commission on Environmental Quality (“TCEQ”), GDI is responsible for
operating a central Vehicle Information Database (“VID”) and a network that supports electronic
communications between all emissions testing analyzers throughout the state and the VID. We have
successfully provided state-of-the-art services to the inspection industry for more than 30 years and look
forward to continuing to serve the vehicle emissions inspection stations in Texas.
In the AirCheckTexas program, the electronic transmission of data—information about the vehicle being
tested and the emissions test results—is mandatory. Once TIMS service is established for a station,
emissions test results are transmitted electronically from the test analyzer system (“TAS”) unit(s) to the
VID. At the beginning of the vehicle inspection and emissions test, after the inspector enters the vehicle
identification number (“VIN”) into the TAS, the TAS software will initiate an automated call (initial call) to
the VID. Vehicle-specific information, testing history, and requirements are returned electronically from
the VID to the TAS. Most vehicle information that the inspector would otherwise have to type in
manually is entered automatically into the TAS, with the inspector responsible for verifying the
information is correct and making changes if necessary. At the conclusion of the emissions test, the
TAS unit will automatically transmit the inspection and test results to the VID (end-of-test-call).
This same process is used for both dial-up and high-speed internet connected TAS units.
TIMS Enrollment Form and Station Agreement (“EFASA”):
To provide the best service at the lowest possible cost, the State contracted with a single provider, GDI,
to provide TIMS services. If your station wishes to participate in the Texas vehicle emissions testing
program, you must enter into an agreement with GDI for the TIMS Services. This agreement - GDI’s
“Texas Information Management System (“TIMS”) Enrollment Form and Station Agreement (“EFASA”) -
must be properly completed and submitted to GDI in order to initiate your TIMS Service.
What Does the TIMS Service Cost?
Each call to the VID, including information and messages returned by the VID, will cost $0.165. This is a
total of $0.33 for each emissions test. Note: There is a charge for 2 calls/communications ($0.33) for
each test, regardless of whether there is communication with the VID at the time of the test; i.e., a VID
fee is charged for offline tests. This same fee is also charged regardless of whether a dial-up or
high-speed TAS-VID connection is used. However, there is no charge for safety-only inspections.
The charges for TIMS Services will be billed on the first day of the month following the month that the
transactions/communications occurred; e.g., the invoice for transactions that occurred during the month
of January will be invoiced on February 1. The monthly invoice will be sent to the TAS unit, as well as to
a secondary email address if supplied by the station. The invoice will list the charges for all TIMS
transactions/communications for the previous month.
Important Notes:
1) For dial-up connections, you only need a regular telephone line for your TIMS communications,
and the line must be a designated business line. The telephone line only needs to be the same
grade service as a voice line and cannot require a “9” to be dialed for an outside line. You will
need a separate, dedicated line for dial-up communications from each analyzer.
2) You do not need to change your local or long-distance carrier to participate in the program. GDI
will invoice your station based on the number of transactions/communications with the VID, not
on your line usage.
3) For high-speed internet connections, you are responsible for paying the cost of any Internet
Service Provider (ISP) or related fees. You are also responsible for working with your analyzer
vendor to ensure your TAS unit can connect to the internet. GDI is not responsible for internet
connectivity issues between your TAS unit and the TIMS VID.
4) In order to enroll in TIMS and begin inspecting vehicles, please complete the TIMS Enrollment
Form and Station Agreement, then click the submit button. You will need to provide a valid email
address for confirmation purposes. Once received, your EFASA will be processed within two
(2) business days.
Next Steps:
1) Read the “GDI Service Terms and Conditions for the Texas Information Management System”
on the “Texas Information Management System (TIMS) Enrollment Form and Station Agreement
(“EFASA”)”.
2) Complete the TIMS EFASA.
3) Click the “Submit” button at the bottom of the document. You will need to supply a valid email
address for confirmation of the enrollment.
